Council lines up suppliers for $51m wastewater project

Townsville City Council has endorsed the preferred tenderer for the supply of ultra-filtration materials that will be used in the $51 million upgrade of the Cleveland Bay Purification Plant.

Evoqua Water Technologies was shortlisted from three tenderers to supply immersed hollow core membrane systems for the treatment plant.

Water and Waste Committee chair Cr Paul Jacob said the upgrade was essential.

“As preferred tenderer, Evoqua Water Technologies would supply the membrane systems to ensure the plant’s continued compliance with environmental licensing conditions,” Cr Jacob said.

Subject to final contract negotiations with the company, council will provide delegation to the chief executive officer to award the tender.

Odour control upgrade works are also required for the plant, with council this week endorsing a recommendation to increase the project by $330,245 (exc GST) to allow the completion of the defects rectifications works and commissioning of the facility by the Water Matters Alliance.

“The upgrade will protect the health and safety of council employees, contractors and visitors to the plant and protect its assets from the effects of corrosion resulting from high hydrogen sulphide levels,” Cr Jacob said.

“We also need it to ensure that environmental nuisance protection requirements are met in relation to encroaching development.”

The Cleveland Bay Purification Plant project is being funded by the Queensland Government together with the Townsville City Council.

The council has shortlisted potential head contractors for the work, with Monadelphous Engineering, York Civil and UGL Engineering appointed to an early tender process.

Construction is scheduled to start mid-2017.

The CBPP upgrade will ensure the plant meets environmental licensing requirements by increasing the facility’s processing capacity to reduce nutrient outflows during high rainfall events.

Works will include the construction of an external membrane bioreactor, a new permeate pump station and upgrade of the existing outfall pipeline.
